An open letter to Mr Bhagwant Maan on this officer and his son being beaten up so brutally at Patiala. My sympathies with the family and I am sure justice will not be delayed or denied.

ਮਾਨਯੋਗ ਭਗਵੰਤ ਮਾਨ ਸਾਹਿਬ,

 

ਮੈਂ ਇੱਕ ਛੋਟਾ ਜਿਹਾ ਸਾਬਕਾ ਫੌਜੀ ਹਾਂ। ਅੱਜ ਮਜਬੂਰ ਹੋਕੇ ਇਹ ਚਿੱਠੀ ਲਿਖ ਰਿਹਾ ਹਾਂ ਕਿਉਂਕਿ ਦਿਲ ਅੰਦਰੋਂ ਦੁਖੀ ਹੈ। ਤੁਹਾਡੀ ਸਰਕਾਰ ਦੇ ਹੇਠਾਂ, ਪਟਿਆਲਾ ਪੁਲਿਸ ਨੇ ਜੋ ਕੁਝ ਇੱਕ ਸਰਵਿੰਗ ਫੌਜੀ ਅਫਸਰ ਅਤੇ ਉਸਦੇ ਪੁੱਤਰ ਨਾਲ ਕੀਤਾ, ਉਹ ਸ਼ਰਮਨਾਕ ਹੈ। ਇਹ ਦਰਸਾਉਂਦਾ ਹੈ ਕਿ ਅੱਜ ਦੀ ਤਰੀਕ ਵਿੱਚ ਪੰਜਾਬ ਪੁਲਿਸ ਉਤੇ ਤੁਹਾਡਾ ਕੋਈ ਕਾਬੂ ਨਹੀਂ। ਲਗਭਗ ਦੱਸ ਦਿਨ ਹੋ ਚੁੱਕੇ ਹਨ, ਪਰ ਤੁਸੀਂ ਚੁੱਪ ਹੋ।

 

ਕੀ ਪੁਲਿਸ ਦਾ ਕੰਮ ਸਿਰਫ ਕੁੱਟਮਾਰ ਕਰਨਾ ਹੀ ਰਹਿ ਗਿਆ? ਜਾਂ ਇਹ ਆਮ ਨਾਗਰਿਕਾਂ ਲਈ ਇੱਕ ਸੁਰੱਖਿਅਤ ਵਾਤਾਵਰਣ ਬਣਾਉਣ ਵਾਸਤੇ ਵੀ ਹੈ? ਆਮ ਬੰਦੇ ਨੂੰ ਇਹ ਯਕੀਨ ਹੋਣਾ ਚਾਹੀਦਾ ਕਿ ਉਸਦੇ ਹੱਕ ਦੀ ਰਾਖੀ ਕਰਨ ਵਾਲਾ ਕੋਈ ਮੌਜੂਦ ਹੈ। ਪਰ ਅਜਿਹਾ ਨਹੀਂ ਲੱਗ ਰਿਹਾ।

 

ਮਾਨ ਸਾਹਿਬ, ਇੱਕ ਜਮਾਨੇ ਵਿੱਚ ਮੈਂ ਅਤੇ ਮੇਰੇ ਦੋਸਤ ਤੁਹਾਡੇ ਫੈਨ ਹੁੰਦੇ ਸੀ। ਤੁਹਾਡੀਆਂ ਕੈਸੇਟਾਂ ਸੁਣਦੇ ਸਾਂ, ਤੇ ਤੁਸੀਂ ਸਾਡੇ ਹੀਰੋ ਸੀ। ਤੁਹਾਡੀਆਂ ਰਚਨਾਵਾਂ ਵਿੱਚ ਪੁਲਿਸ ਦੀ ਸੱਚਾਈ ਵੀ ਦਿਖਾਈ ਦਿੰਦੀ ਸੀ। ਤੁਸੀਂ ਆਪਣੀ ਹਾਸਰਤਮਕ ਸ਼ੈਲੀ ਰਾਹੀਂ ਸਚਾਈ ਬਿਆਨ ਕਰਦੇ ਸਾਂ।

 

ਅੱਜ ਤੁਸੀਂ ਪੁਲਿਸ ਨੂੰ ਸਿੱਧਾ ਨਿਯੰਤਰਣ ਕਰ ਰਹੇ ਹੋ। ਤੁਸੀਂ ਭੁੱਲ ਗਏ ਹੋ ਕਿ ਪੁਲਿਸ ਦੇ ਅੰਦਰ ਕਿਸ ਤਰ੍ਹਾਂ ਕੰਮ ਹੁੰਦਾ ਹੈ। ਬਿਨਾਂ ਨੋਟ ਪੇਸ਼ ਕੀਤੇ, ਇੱਕ ਟ੍ਰੈਫਿਕ ਪੁਲਿਸ ਵਾਲਾ ਵੀ ਕਿਸੇ ਨੂੰ ਨਹੀਂ ਛੱਡਦਾ।

 

ਮੈਂ ਆਪਣੀ ਜ਼ਿੰਦਗੀ ਦੇ ਕਈ ਸਾਲ ਪੰਜਾਬ ਵਿੱਚ ਬਿਤਾਏ ਹਨ। 2001 ਵਿੱਚਓਪਰੇਸ਼ਨ ਪਰਾਕਰਮਦੌਰਾਨ ਨਭਾ ਅਤੇ ਸੰਘਰੂਰ ਵਿੱਚ ਤੈਨਾਤ ਰਿਹਾ। ਪੁਲਿਸ ਦੇ ਕੰਮਕਾਜ ਨੂੰ ਬਹੁਤ ਨੇੜੇ ਤੋਂ ਦੇਖਿਆ ਹੈ।

 

ਪਹਿਲਾਂ ਪੁਲਿਸ ਦਾ ਕੰਮ ਸਿਰਫਡੰਡਾਹੀ ਸੀ। ਚੌਕੀਆਂ ਖਾਲੀ ਹੁੰਦੀਆਂ, ਅੱਧੇ ਅਧੂਰੇ ਹੋਂਦਰ, ਅਧੂਰੇ ਲਿਬਾਸ। ਹੁਣ ਉਹਨਾਂ ਨੇ ਫ਼ੋਨ ਅਤੇ ਆਈ-ਕਾਰਡ ਖੋਹਣੇ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੇ ਹਨ, ਹੁਣੇ ਪੁਰਸ ਖੋਹਣੇ ਸ਼ੁਰੂ ਹੋਣਗੇ।

 

ਮੈਨੂੰ ਯਾਦ ਹੈ, ਬਲੂਸਟਾਰ ਓਪਰੇਸ਼ਨ ਤੋਂ ਬਾਅਦ ਕਪੂਰਥਲਾ ਵਿੱਚ ਕਰਫਿਊ ਲੱਗਾ ਹੋਇਆ ਸੀ। ਇੱਕ ਫੌਜੀ ਅਧਿਕਾਰੀ ਨੂੰ ਪੁਲਿਸ ਨੇ ਬੇਇਜ਼ਤ ਕੀਤਾ, ਪਰ ਫੌਜ ਨੇ ਉਨ੍ਹਾਂ ਦੀ ਅਕਲ ਠਿਕਾਣੇ ਲਾ ਦਿੱਤੀ।

 

ਮਾਨ ਸਾਹਿਬ, ਜੇਕਰ ਪੁਲਿਸ ਇੱਕ ਫੌਜੀ ਅਫਸਰ ਦੀ ਪਰਿਵਾਰ ਨੂੰ ਇੰਝ ਤੰਗ ਕਰ ਸਕਦੀ ਹੈ, ਤਾਂ ਆਮ ਬੰਦੇ ਨਾਲ ਕੀ ਕਰਦੀ ਹੋਵੇਗੀ? ਜੇਕਰ ਕੋਈ ਬੰਦਾ ਧਾਬੇ ਤੇ ਖਾਣਾ ਵੀ ਨਾ ਖਾ ਸਕੇ, ਤਾਂ ਤੁਸੀਂ ਉਸ ਨੂੰ ਤੇ ਉਸਦੇ ਪੁੱਤਰ ਨੂੰ ਕੁੱਟ ਕੇ, ਹੱਥ ਤੋੜ ਕੇ, ਖ਼ੂਨ ਵਗਾ ਦਿਉ? ਇਹ ਕੀ ਨਸ਼ੇ ਦੀ ਹਾਲਤ ਕੀਤਾ ਗਿਆਇਨਕਾਊਂਟਰਸੀ?

 

ਜੇਕਰ ਉਸ ਸਮੇਂ ਪੁਲਿਸ ਨੇ ਹਥਿਆਰ ਕੱਢ ਲਏ ਹੁੰਦੇ, ਤਾਂ ਇੱਕ ਹੋਰਇਨਕਾਊਂਟਰਦੀ ਕਹਾਣੀ ਬਣ ਜਾਂਦੀ। ਇਹ ਤੁਸੀਂ ਪੁਲਿਸ ਨੂੰ ਸਿੱਖਾ ਰਹੇ ਹੋ?

 

ਉਹ ਆਦਮੀ ਦੱਸ ਰਿਹਾ ਸੀ ਕਿ ਉਹ ਸਰਵਿੰਗ ਅਫਸਰ ਹੈ, ਪਰ ਤੁਸੀਂ ਫਿਰ ਵੀ ਉਸ ਦੀ ਬੇਇਜ਼ਤੀ ਕੀਤੀ। ਉਸਦੀ ਪਤਨੀ ਨੂੰ ਪੁਲਿਸ ਅਤੇ ਹਸਪਤਾਲ ਦੇ ਚੱਕਰ ਕੱਟਣੇ ਪਏ, ਉਹ ਵੀ ਰਾਤ ਵਿੱਚ। ਪਹਿਲਾਂਫਰਸਟ ਏਡਦੇਣ ਦੀ ਬਜਾਏਚੈੱਕ-ਅੱਪਅਤੇਐਕਸ-ਰੇਨੂੰ ਦੇਰੀ ਨਾਲ ਕਰਾਇਆ ਗਿਆ।

 

ਫਿਰ, ਜਦ ਰਾਤ ਲੰਘ ਗਈ, ਤਾਂ ਪੁਲਿਸ ਨੂੰ ਆਪਣੀ ਗਲਤੀ ਦਾ ਅਹਿਸਾਸ ਹੋਇਆ ਅਤੇ ਉਹਮਾਫੀਮੰਗਣ ਲੱਗੇ। ਪਰਮਾਫੀਦਾ ਕੀ ਫ਼ਾਇਦਾ ਜਦ ਨਿਆਂ ਹੀ ਨਹੀਂ ਮਿਲਿਆ? ਤੁਸੀਂ ਲੋਕਾਂ ਨੂੰਕੰਪ੍ਰੋਮਾਈਜ਼ਕਰਨ ਲਈ ਮਜਬੂਰ ਕਰਦੇ ਹੋ। ਇਹ ਕਿਸ ਤਰ੍ਹਾਂ ਦਾ ਨਿਆਂ ਹੈ?

 

ਇੱਕ ਪੁਲਿਸ ਅਧਿਕਾਰੀ ਪ੍ਰੈੱਸ ਕਾਨਫਰੰਸ ਕਰਦਾ ਹੈ ਅਤੇ ਆਖਦਾ ਹੈ, ‘ਸਾਡੇ ਕੋਲੋਂ ਗਲਤੀ ਹੋ ਗਈ।ਬਲੇ ਬਲੇ, ਮਾਨ ਸਾਹਿਬ! ਇੰਨੀ ਛੇਤੀਚਾਦਰਤੰਦ ਲਈ। ਆਖਰ ਇਹ ਮੁਲਾਜ਼ਮਸਸਪੈਂਡਹੋ ਗਏ, ਪਰ ਉਨ੍ਹਾਂ ਦੇ ਨਾਮ ਵੀ ਨਹੀਂ ਦੱਸੇ ਗਏ। ਨਾਂ ਹੀ ਕੋਈ ‘FIR’ ਦਰਜ ਹੋਈ। ਪੁਲਿਸ ਨੇ ਧਾਬੇ ਵਾਲੇ ਦੇ ਬਿਆਨ ਨੂੰ ਵੀ ਦਬਾਅ ਪਾ ਕੇ ਬਦਲ ਦਿੱਤਾ।

 

ਮਾਨ ਸਾਹਿਬ, ਤੁਸੀਂ ਇੱਕ ਵੀ ਬਿਆਨ ਨਹੀਂ ਦਿੱਤਾ।ਲਾਅ ਅਤੇ ਆਰਡਰਤੁਹਾਡੀ ਜ਼ਿੰਮੇਵਾਰੀ ਹੈ। ਤੁਸੀਂ ਕਹਿੰਦੇ ਹੋ ਕਿ ਤੁਸੀਂਕਰਪਸ਼ਨਨੂੰ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕਰਦੇ, ਪਰ ਤੁਹਾਡੀ ਪੁਲਿਸ ਜੋ ਕਰ ਰਹੀ ਹੈ, ਉਹ ਤੁਹਾਡੇ ਵਚਨਾਂ ਦਾ ਉਲਟ ਹੈ।

 

ਜੇਕਰ ਫੌਜ ਨੇ SP ਨਾਨਕ ਸਾਹਿਬ ਦੀਕੰਬਲ ਪਰਾਡਕਰ ਦਿੱਤੀ, ਤਾਂ ਤੁਸੀਂ ਕੀ ਕਰੋਗੇ? ਇਸ ਮਾਮਲੇ ਦੀ ਜਾਂਚ ਕੇਂਦਰ ਤੋਂ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ। ਦੋਰੈਂਕਉੱਤੇ ਤੱਕ ਦੇ ਸਾਰੇ ਅਧਿਕਾਰੀ ਤੁਰੰਤਡਿਸਮਿਸਹੋਣੇ ਚਾਹੀਦੇ।

 

ਮਾਨ ਸਾਹਿਬ, ਤੁਸੀਂ ਇੱਕ ਫੌਜੀ ਅਧਿਕਾਰੀ ਅਤੇ ਉਸਦੀ ਪਰਿਵਾਰ ਨਾਲ ਜੋ ਕੀਤਾ, ਉਹ ਤੁਹਾਡੀ ਅਧੀਨ ਇੱਕਕਰਪਟਮੰਸ਼ਾ ਦਾ ਨਤੀਜਾ ਹੈ। ਪੰਜਾਬ ਵਿੱਚ ਸਰਵਿੰਗ ਅਤੇ ਐਕਸ-ਸਰਵਿਸਮੈਨ ਦੀ ਗਿਣਤੀ ਦੇਖ ਲਓ। ਉਹਨਾਂ ਨੇ ਤੁਹਾਨੂੰ ਵੋਟ ਪਾਈ ਸੀ। ਪਰ ਅਗਲੀ ਵਾਰ, ਬਟਨ ਕਿਸੇ ਹੋਰ ਨੂੰ ਦਬਾਇਆ ਜਾਵੇਗਾ।

 

ਮੈਨੂੰ ਨਿਆਂ ਚਾਹੀਦਾ ਹੈ। ਜੇਕਰ ਨਿਆਂ ਵਿੱਚ ਦੇਰੀ ਹੋਈ, ਤਾਂ ਜ਼ਿੰਮੇਵਾਰੀ ਤੁਹਾਡੀ ਹੋਵੇਗੀ।

 

ਸਤ ਸ੍ਰੀ ਅਕਾਲ ਜੀ, ਤੁਹਾਨੂੰ ਜਵਾਬ ਦੇਣਾ ਪਵੇਗਾ, ਮਾਨ ਸਾਹਿਬ। ਇਹ ਸਾਡੇ ਫੌਜ ਦੀ ਇਜ਼ਜ਼ਤ ਦਾ ਸਵਾਲ ਹੈ।

Respected Bhagwant Mann Sahib, CM Punjab

 

I am a retired soldier. Today, I am compelled to write this letter because I am deeply hurt. Under your government, the Patiala police have committed a shameful act against a serving army officer and his son. This incident shows that you have no control over the Punjab police. It has been almost ten days, yet you remain silent.

 

Is the job of the police only to beat people? Or is it to create a safe environment for the common citizens? A person should have faith that there is someone to protect his rights. But this does not seem to be the case anymore.

 

Mann Sahib, once upon a time, my friends and I were your fans. We used to listen to your cassettes, and you were our hero. Your works also revealed the truth about the police. Through your comedic style, you spoke the truth.

 

Today, you directly control the police. Have you forgotten how the police system works? Without bribing them, even a traffic cop does not let you go.

 

I have spent many years of my life in Punjab. During ‘Operation Parakram’ in 2001, I was stationed in Nabha and Sangrur. I have observed police operations very closely.

 

Earlier, the only rule in the police force was the ‘stick.’ Police stations were empty, officers were absent, and those who were present had untidy uniforms. Now, they have started snatching phones and ID cards—soon, they will start taking wallets too.

 

I remember after Operation Blue Star, a curfew was imposed in Kapurthala. A military officer was insulted by the police, but the army soon made them understand their mistake.

 

Mann Sahib, if the police can harass the family of an army officer, what must they be doing to common citizens? If a person cannot even eat at a roadside eatery without getting beaten up, with his hands broken and blood flowing, just because of an intoxicated police force, what does that say about law and order?

 

If, at that moment, the police had drawn their weapons, the next day’s newspapers would have carried another ‘encounter’ story. Is this what you are teaching the police?

 

The officer repeatedly said he was serving in the army, yet you still insulted him. His wife was forced to run between the police station and the hospital in the middle of the night. Instead of providing first aid, they delayed the check-up and X-ray.

 

Later, when the night passed, the police realized their mistake and started apologizing. But what is the use of an apology when justice is not served? You force people into compromises. Is this justice?

 

A police officer holds a press conference and says, ‘We made a mistake.’ Bravo, Mann Sahib! Such a quick cover-up. The culprits were merely ‘suspended,’ but their names were not disclosed. No FIR was registered. The police even pressured the roadside eatery owner to change his statement.

 

Mann Sahib, you have not made a single statement. Law and order is your responsibility. You claim that you do not tolerate corruption, yet your police force is doing the exact opposite of your words.

 

If the army conducts a ‘blanket parade’ for SP Nanak Sahib, what will you do then? This case needs to be investigated by the central authorities. Officers two ranks above should be dismissed immediately.

 

Mann Sahib, what you have done to a military officer and his family is a reflection of the corruption within your administration. Look at the number of serving and ex-servicemen in Punjab. They voted for you. But next time, they will press a different button.

 

I demand justice. If there is any delay in justice, the responsibility will be yours.

 

Sat Sri Akal, You will have to answer, Mann Sahib. This is a matter of our army’s honour.

  3. Noel, you are a true soldier and brave enough to show the mirror to the Govt of the day. But sorry to say, our politicians are shameless and only look for an opportunity to encash the situation for votes to remain in power. They have no love lost for anybody whatsoever. Police is invariably used by the politicians as tool for unfair gains. Hope, the present CM changes the image of the police for better by punishing the culprits and making specimen out of them. Well done Noel, keep the good work up.

A PERFECT GARDENER

    Most of us are parents and grandparents now. All of us have brought up our children and now are looking after Gen Z. We gave our children and their children the best of best.   With that as an opening remark, let me shift focus to gardening. I am no expert on parenting or gardening. A BREAK FROM BLOGGING

    Christmas week is a busy week and spills over to the New Year. Friends and family get together, rejoice, make merry and strengthen bonds. It is cold and wintry, the reason to indulge in relishing plum and rum cakes and pakwans, dry fruits and puddings and be at peace.   However, too much rest to my ‘finger tips’ was catching with me both with the laptop keys and the ‘click button’ of the camera. TALE OF A CERTIFICATE

It was way back in 1979 that I became a ‘matriculate’ with a ‘first division’. One required 60% marks for it and I got 60.14%, one mark over the threshold. This I came to realize only yesterday when I had to produce that certificate after almost 46 years.   Those days, first division meant you were the cream. No one talked about percentages or marks. All that mattered was I, II or III Div.   The first time I realised that how important this certificate was when as a young Captain in the Indian Army with three years service, I got a notice from the Army Headquarters to “show cause” why my services should not be terminated as they did not find my matric certificate attached with the mandatory documents required to be submitted to UPSC.   Earth moved under my feet. MYSTERY OF THE MISSING FISH

  Stray cats are on the prowl in our lane. Residents feed them a variety of food. From Roti to bread and milk is their diet. The way they are bloating is an indicator of their health.   They have been also feeding on the roti we spread for the birds. They eat roti only in case of an emergency. It is birds the cats are after. We haven’t seen them catching one but knowing cat behaviour, they would not miss a chance.   What I do not appreciate is that they jump into the grain bowl. It is a shallow earthen pot hung with wires on a protrusion of a dried branch. Even if there are ten birds feeding on the feeder, it doesn’t shake. Imagine, when a big chubby cat jumps onto it. They have dropped that pot several times and broken it.   We do not mind cats basking on our veranda chairs, but how does one tell the cats not to leave the birds alone. ARMY CLOTHING AND FOOTWEAR   LT COL NOEL ELLIS   16/I/2026   I was watching the excerpts of the ‘Army Day Parade’ held in Jaipur. The show put up by the Army was exemplary. It reminded me of the Chinese Military parade, ours was far better. I wish I could have witnessed it in person.   What impressed me was the showcasing of the ‘Bhairav troops’ in their ‘combat regalia’. Especially the Sikh troops. Camo painted faces, Khaki pagris and the call of Bole-so-Nihal could shake up the enemy in his grave.   What caught my attention was their boots. Keeping their tasks and deployment in mind in various sectors, those boots would be wind proof, water proof, light weight, comfortable, flexible, durable with enhanced grip and ankle support.   The contingent was not in ‘Tez chal’ but ‘daur ke kadam taal mode’. A WAKE UP CALL

  There were two incidents that shook Pakistan last week. One was the attack by the Baluchi people; I am on purpose not calling them militants or terrorists which the Pak army spokesperson has declared them. The second was the bomb blast in a mosque in Islamabad, their capital, under the very nose of all kinds of security agencies.   The Paki Army claims that more than 200 Baluchis, 25 Armed forces personnel and about 36 civilians were killed in the first incident spreading across the length and breadth of the district of Baluchistan at 14 locations ( figures would be much higher). 60 killed and 176 seriously wounded in the bomb blast.   LT COL NOEL ELLIS   29/IV/2025   What has happened to Pakistan? While India is doing Fauji Exercises, Pakistan has mobilised for what! I agree that the people of India want revenge. But, from whom? Our PM has only said that “we will not leave the terrorists and their supporters till the end of the Earth”. He has never said he will sort out Pakistan, or has he?   It has been hilarious watching discussions on Paki social media channels. They seem to have already given up. Our RM meets the PM and Pakistan starts shitting bricks. They talk about jazba and gazwa, and start telling us about their nuclear arsenal. 160 I suppose. By the way we will send across one equivalent to your 160 if need be.   There is a saying, ‘Chor ki Dari main tinka” literal meaning is, a straw in a thief’s beard. However, the deep meaning is that a guilty person reveals his guilt through his behaviour, even unintentionally. Clearly, “a guilty conscious needs no accuser”...

AN UNPLANNED TRIP

  There is a place called “Sardar Samand” about forty kilometers from Jodhpur which was on my bucket list. There is a property of HH Jodhpur which has been converted into a hotel overlooking a dam.   The water reservoir was an attraction, hoping to find ‘migratory birds’ which congregate in winters at various lakes in large numbers at water bodies around.   A friend of mine gave a hint that he wanted to go there and I latched on. We decided to go this morning. Luckily, the batteries of the camera were charged and ready for a shoot. It was a maiden trip so the two of us would be good company. He is a birding enthusiast too.   With CNG topped up, we were all set to steer the course for the lake. How to reach it was the issue.     LT COL NOEL ELLIS   01/XI/2025   As we step into the month of November. It amazes me how the rest of the year just went by in a flash. The weather went through its phases. The earth spun on its axis and revolved around the sun. One has been lucky to watch the sun and moon rise and set almost everyday. A blessing which many of us miss out on.   Flowers and plants went through the grind. Some flowered profusely and some refused to flower. Some showed buds but couldn’t reach maturity due to so many reasons. The ones which bloomed brought so much pleasure that they made our ‘Dil Khush’.   The happiness which I experience is because of a cumulative effect of so many things.
